Improper chemical storage is one of the most preventable sources of facility downtime, regulatory violations, and serious safety incidents. Yet in many industrial plants, storage practices evolve informally over time — drums end up where there is space, not where they belong, and incompatible materials end up closer together than anyone intended.

This guide covers the fundamentals of bulk chemical storage for the solvents, acids, glycols, and water treatment chemicals most commonly used in Texas industrial facilities.

Start With Segregation: Keep Incompatibles Apart

The single most important principle in chemical storage is segregation — keeping chemically incompatible materials physically separated so that a spill, leak, or container failure cannot trigger a dangerous reaction.

The most critical incompatibilities to know:

  • Acids and bases must be stored in separate areas. Mixing sulfuric acid with sodium hydroxide generates intense heat and can cause violent spattering.
  • Oxidizers and flammables must never share a storage area. Nitric acid near solvents like acetone, toluene, or methanol is a serious fire and explosion risk.
  • Acids and flammables should be separated. Many solvents are flammable, and acid vapors can accelerate ignition.
  • Chlorine-based compounds and ammonia must be kept apart — the reaction produces toxic chloramine gas.

A practical rule: if two chemicals would create a hazardous reaction if mixed, they need physical separation — separate rooms, separate cabinets, or at minimum a significant distance with secondary containment between them.

Secondary Containment: Plan for the Spill Before It Happens

Secondary containment is a regulatory requirement under EPA and OSHA standards for many bulk chemical quantities, and a practical necessity for all of them. The containment system must be capable of holding 110% of the largest container in the area, or 10% of the total volume stored — whichever is greater.

For bulk storage of solvents, acids, and glycols:

  • Drum storage areas should have bermed concrete floors or containment pallets rated for the specific chemical family.
  • Tote (IBC) storage requires containment sumps or bermed areas sized for the full tote volume (typically 275–330 gallons).
  • Bulk tanks require dedicated containment structures — typically a concrete berm or steel containment dike — sized to the full tank volume.
  • Acid storage requires containment materials that are chemically resistant to the specific acid. Concrete is not suitable for hydrofluoric acid; polyethylene or fiberglass-lined containment is required.

Inspect containment systems regularly for cracks, corrosion, and drain valve integrity. A containment system with an open drain valve is no containment at all.

Temperature and Ventilation Requirements

Many industrial chemicals have specific temperature and ventilation requirements that affect both safety and product quality.

Flammable solvents (acetone, MEK, IPA, toluene, xylene, hexane, methanol, ethanol) must be stored in areas with:

  • Explosion-proof electrical fixtures and equipment
  • Adequate ventilation to prevent vapor accumulation above 25% of the Lower Explosive Limit (LEL)
  • Temperature control to prevent excessive vapor pressure buildup

Acids (sulfuric, hydrochloric, nitric, phosphoric) require:

  • Corrosion-resistant storage areas — acid vapors attack metal shelving, electrical fixtures, and structural components over time
  • Ventilation to the outside, not recirculated through the building HVAC
  • Temperature stability — freezing can crack containers; excessive heat accelerates vapor generation

Glycols are relatively stable but should be stored away from heat sources and oxidizers. Propylene glycol and ethylene glycol are hygroscopic — they absorb moisture from the air — so containers should remain sealed when not in use.

Water treatment chemicals vary widely. Sodium hypochlorite degrades rapidly above 80°F and should be stored in a cool, shaded area. Ferric chloride and aluminum sulfate are corrosive and require acid-compatible containment.

Labeling and Inventory Management

Every container in your facility — from a 55-gallon drum to a 6,000-gallon bulk tank — must be properly labeled at all times. OSHA's Hazard Communication Standard (HazCom / GHS) requires:

  • Product identifier (chemical name or trade name)
  • Signal word (Danger or Warning)
  • Hazard pictograms
  • Hazard statements
  • Precautionary statements
  • Supplier information

Labels that have faded, been painted over, or fallen off are a compliance violation and a safety hazard. Establish a labeling audit as part of your regular facility inspection.

For inventory management, a first-in, first-out (FIFO) rotation system prevents older stock from sitting at the back of the storage area past its shelf life. Many solvents and water treatment chemicals have defined shelf lives — sodium hypochlorite, for example, loses roughly 20% of its active chlorine per year under normal storage conditions.

Regulatory Thresholds to Know

Texas industrial facilities storing bulk chemicals need to be aware of several regulatory thresholds:

EPA Tier II Reporting (EPCRA Section 312): Facilities storing hazardous chemicals above threshold quantities must file an annual Tier II report with the Texas Commission on Environmental Quality (TCEQ), the Local Emergency Planning Committee (LEPC), and the local fire department. Thresholds vary by chemical — 10,000 lbs for most chemicals, 500 lbs for extremely hazardous substances.

EPA RMP (Risk Management Program): Facilities storing certain highly hazardous chemicals (including some acids) above threshold quantities must develop and register a Risk Management Plan.

OSHA PSM (Process Safety Management): Applies to facilities with highly hazardous chemicals above OSHA threshold quantities in a single process.

TCEQ Air Permits: Facilities with significant solvent storage and usage may require air quality permits for VOC emissions.
